A zoning ordinance in East Cleveland prohibited three or more unrelated persons from living together in a dwelling unit. Mrs. Moore bought a single-family house and lived there with her four grandchildren, each of whom was a child of a different one of Mrs. Moore’s sons and daughters. The grandchildren lived with Mrs. Moore under a contractual arrangement whereby each paid her for room and board. The statutory definition of unrelated persons included first cousins. Mrs. Moore and her grandchildren challenged the validity of the ordinance. They are most likely to be successful on the basis that the ordinance:
A. Impairs the obligation of their contract.
B. Violates the Privileges and Immunities Clause of Article IV of the Constitution.
C. Is an undue burden on commerce.
D. Deprives them of liberty and property without due process of law.
